The Administration Department of the City of Bardstown consists
of the Mayor, Assistant City Administrator/Human Resource Officer,
Executive Assistant to the Mayor, City Clerk/Bardstown Cemetery
Sexton, Risk Management Officer/Secretary-Treasurer of the Bardstown-Nelson
County Air Board, Administrative Assistant, City Groundskeeper,
Historic Preservationist, and the Community Prevention Center Director
and Program Coordinator.
The Mayor sets policy guidelines, and manages and oversees the
daily operation of all City departments, with a focus on friendly,
efficient customer service and safety. He keeps the City Council
informed on all City matters, and also serves as the City Alcoholic
Beverage Control (ABC) Administrator.
The Assistant City Administrator/Human Resource Officer provides
internal organizational support, advice and administrative assistance
to the Mayor and all departments and employees in the areas of employment,
compensation and benefits, employee development and other personnel
issues. Responsibilities include recruitment, pre-screening and
referring applicants, equal employment compliance reviews, salary
and wage administration, maintenance and security for all personnel
records, health and insurance benefits, and the administration of
the Human Resources Management System.
The Executive Assistant to the Mayor is the Mayor's scheduler and
performs other administrative support duties. She acts as liaison
for external affairs, to include NCEDA, Chamber, Tourism, Planning
& Zoning, County Government, Department for Local Government,
Kentucky League of Cities, Lincoln Trail Area Development District,
etc. She monitors legislative issues, keeps the department heads
updated on ongoing issues, drafts press releases and public affairs
notifications, and represents the Mayor at public events in the
Mayor's absence.
The City Clerk/Bardstown Cemetery Sexton manages agendas and minutes
of City Council and Council Work Session and all special meetings.
She is responsible for maintenance of the City's official records,
implements the open records and open meetings laws, processes liquor
license applications, and performs all other duties as a Certified
Municipal Clerk. As Cemetery Sexton, she is responsible for overall
management, sale of graves, budget and record keeping duties of
the Bardstown Cemetery.
The Risk Management/Safety Officer identifies and works to control
safety risks, and designs, implements and trains employees regarding
the City Safety Programs as outlined and mandated by Federal and
State Occupational Safety and Health Standards (OSHA). He handles
the City's liability insurance policies, accident reports and liability
claims. The Risk Manager also serves as the Secretary-Treasurer
of the Bardstown-Nelson County Air Board.
The Administrative Assistant performs receptionist and secretarial
duties for the department. She processes all complaints and assigns
action to the appropriate department, with the exception of complaints
regarding utilities. The assistant offers backup administrative support to
the Mayor, Assistant City Administrator, City Clerk/Cemetery Sexton,
and the Executive Assistant to the Mayor. The Administrative Assistant
is also Coordinator of the Farmer's Market Program, maintains the
ongoing project list, and prepares the monthly City Calendar.
The City Groundskeeper is responsible for planting and maintaining
flowers and trees throughout the City, trash collection in the downtown
business district, and maintenance of the City cemeteries, parks
and recreation areas.
The Historic Preservationist enforces the Historic District zoning
and building ordinances; is the staff representative on the Historic
Review Board; makes recommendations to applicants for compliance
with the building/zoning laws in the district, getting Council approval
for those recommendations; and serves as the City's representative
on the Kentucky Heritage Council.
The Community Prevention Center is the lead youth drug prevention
agency in the county. They support local efforts by securing funding
for substance abuse educational programs in the schools, providing
training to families through grants, and collaborating with other
agencies on environmental strategies.
