§ 75.01 DEFINITIONS.
For the purposes of this chapter the following words and phrases shall have the following meaning ascribed them respectively.
(A) "VEHICLE." Any device in, upon or by which any person or property is or may be transported upon a highway except as follows:
(1) A device which is operated upon rails and tracks.
(2) Any vehicle owned by any city, or county of the State of Kentucky, or owned by the State of Kentucky, when same are identified by Kentucky "official" vehicle registration plates and while used on official business of said city, county or state.
(3) Any vehicle owned by any city or county of the State of Kentucky or owned by the State of Kentucky or the United States and not designated by Kentucky "Official" vehicle registration plates when and only when the vehicle is being used by a law enforcement officer of the city, county, state or the United States, on official law enforcement business.
(4) Any vehicle operated by a sheriff or deputy sheriff of any county in the State of Kentucky while used on official law enforcement business.
(B) "STREET." Any public street, avenue, road, boulevard, highway or other public place located in the city established for the use of vehicles.
(C) "PERSON." Any individual, firm or corporation except persons operating vehicles described in subsections (A)(2) and (3) and under the circumstances described in those subsections and except the persons described in subsection (A)(4) under the circumstances described therein.
(D) "OPERATOR." Any individual who shall operate a vehicle as the owner thereof or as an agent, employee or permittee of the owner, except persons operating vehicles described in subsections (A)(2), (3) and (4) under the circumstances described in those subsections stances described therein.

§ 75.02 DESIGNATED PARKING ZONES.
(A) There are hereby created designated parking zones on the following streets and avenues:
(1) North Third Street from Court Square to Broadway on both sides.
(2) Court Square on all four sides.
(3) Both sides of Stephen Foster Avenue from Court Square to Fourth Street and both sides of Stephen Foster Avenue from Court Square to Second Street. Both sides of Flaget Avenue from Second Street to Fourth Street.
(4) From time to time as traffic conditions require in such other streets and avenues and other public parking zones as are selected by resolution of the city, for the location of such zones.
(5) Parking in the above designated areas shall be for a time limit of two hours or such other time limitations as designated by appropriate signs.
(B) Changes to the designated parking zones shall be made by the Mayor after a Municipal Order of the City Council.

§ 75.03 MARKING DESIGNATED PARKING.
The mayor shall have lines or markings painted or placed upon the curb or upon the street in all designated parking zones. It shall be unlawful and a violation of this chapter to park any vehicle across any such line or marking or to park the vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

§ 75.04 PARKING OVERTIME IN DESIGNATED ZONES.
It shall be unlawful and a violation of the provisions of this chapter for any person to cause, allow, permit or suffer any vehicle registered in the name of, or operated by such person, to be parked overtime or beyond the period of legal parking time established for any parking zone as herein described.

§ 75.99 PENALTY.
(A) Any person violating regulations adopted pursuant to the provisions of § 75.02 through § 75.02 shall be subject to a fine of $10.00 for each offense. If paid within ten (10) days, the fine shall be reduced to $5.00 for each offense.
(B) Any person violating regulations adopted pursuant to the provisions of § 75.03 shall be subject to a fine of $20.00 for each offense. If paid within ten (10) days the fine shall be reduced to $10.00 for each offense.
(C) Any violation of sections (A) or (B) above, not paid within thirty (30) days will be referred to the Nelson District Court for prosecution. If the laws of the Commonwealth of Kentucky provide a penalty for such violations or violations that are different than herein provided, then the law of the Commonwealth of Kentucky shall prevail in making a determination of such penalty.
